LEGISLATIVE AGENDA

of the Sangguniang Bayan of the Municipality of Miagao, Province of Iloilo

for Calendar Years 2010-2013

 

 

            For the term 2010-2013 the members of the Sangguniang Bayan, as duly elected representatives of the people of Miagao, vow to live up to the mandate and expectations of their constituents hence will pass resolutions and enact ordinances aimed towards the development and progress of the Municipality and the improvement of the quality of life and general welfare of the Miagaowanons.

 

            As the policy-making body of the Municipality, the Sangguniang Bayan of Miagao pledges its full support and cooperation to the programs and projects of the present local administration as outlined in the twelve-point executive agenda for the years 2010-2013 of our Municipal Mayor, the Honorable Mayor Julieta N. Flores. 

 

            For the coming three years, from July 2010 until June 2013, the Sangguniang Bayan of Miagao shall promulgate necessary measures to address the following concerns:

 

  1. ON ADMINISTRATIVE GOVERNANCE

 

  1. Revision of the Municipal Revenue Code to boost local income

The existing Municipal Revenue Code shall be revised to reflect new taxes, fees and charges, subject to limitations provided for by law.  Eco-tourism development and promotion shall be given emphasis to increase local income and natural and man-made tourist spots shall be declared and protected through proper legislative action. Public economic enterprises shall also be given priority as well as the development of small and medium level business enterprises.

 

  1. Revision of the Municipal Investment Incentives Ordinance

The existing Municipal Investment Incentives Ordinance enacted on May 03, 2006 shall be revised to encourage more businesses to invest in our municipality and make it more business-friendly. Micro-entrepreneurship shall be given priority with emphasis on women entrepreneurs in consonance with the Women Economic Empowerment (WEE) thrust of the gender and development initiatives of the municipality. 

 

  1. Human resource development

The local bureaucracy will be streamlined by evaluating the present organizational structure in response to the challenges of public service. Appropriation ordinances will include sufficient funds for personnel trainings, seminars, conferences and cross-visits to ensure that municipal employees are updated with current trends and practices as public service providers.

  1. e-LGU (Electronic Local Government Unit) Program

 

Adequate amount shall be appropriated for the networking of the various departments with emphasis on real property tax assessment and collection, business permit and licensing systems, tracking and monitoring and electronic new government accounting system (e-NGAS) as well as enhancement of web presence of the LGU to improve the existing municipal electronic structure as a medium of information, transparency and tourism and business promotion.

 

  1. ON SOCIAL SERVICES

 

  1. Enact ordinances providing for quarantine and other preventive and measures for known highly contagious human diseases

An ordinance providing for the quarantine of suspected Severe Acute Respiratory Syndrome (SARS)-infected persons was enacted in the year 2003 in response to the then SARS epidemic affecting at least twenty-seven (27) countries. Recently, other contagious human diseases have sprung hence the August Body deems it necessary to include quarantine and control mechanisms for other diseases as a proactive measure.

 

  1. Revise the Municipal Gender and Development Code by giving emphasis on Women Economic Empowerment

The municipal gender and development code was enacted in 2009.  The said code will be enhanced by emphasizing gender sensitivity and women economic empowerment, especially in developing and providing support for micro-entrepreneurship. 

 

  1. Pass appropriate measures for the enhancement of livelihood projects and programs in support of the indigents and less privileged Miagaowanons

Ordinances and resolutions shall be passed to uplift the economic and social condition of the less privileged and indigent members of the community.  The provision of livelihood opportunities in the form of grants, subsidies or assistance shall be considered in such measures, with emphasis on women economic empowerment, as well as cooperatives on agriculture, fisheries, loom weaving and other home-based industries.

 

  1. Pass appropriate measures for the creation and establishment of Birthing Centers and additional Health and Day Care Centers as well as appropriate funds for the proper training of barangay health and daycare workers

Areas shall be identified for the establishment of birthing centers to decrease infant and maternal mortality by providing timely quality maternal and child care. Additional health and day care centers especially in hinterland communities shall be established in order to make such services more accessible to constituents in remote areas.  Appropriations should be provided for the training of barangay health and daycare/pre-school workers increase efficiency in the delivery of basic health services.

  1. Establish through appropriate legislation the Office of Senior Citizens Affairs (OSCA) and Office for Persons with Disabilities Affairs (OPDA)

The OSCA and the OPDA, although operational, exist as skeletal offices. To be able to render adequate services to these sectors, it is necessary that the said offices be institutionalized by establishing them through proper legislation and the provision of sufficient competent personnel.

 

  1. Establish secondary special science classes and enhance the Alternative Learning System (ALS) in coordination with the Department of Education and other concerned agencies

Some elementary schools in the municipality hold special science classes in addition to their regular curriculum and have produced numerous outstanding graduates. However, these outstanding graduates usually proceed to standard curriculum national high schools since secondary schools in the municipality do not have special science classes, except for a few who go to schools outside the town. It is therefore deemed necessary that secondary level special science classes be established in this municipality to provide continuous high quality education to outstanding students. The alternative learning system should also be enhanced to eliminate out-of-school youths.

 

  1. Enact a Municipal Housing Ordinance and revise the Municipal Zoning Ordinance

The municipality has created a Municipal Housing Board pursuant to Municipal Ordinance No. 02, series of 2005 for the sale of the low-cost housing for the BLISS and Habitat-for-Humanity housing projects at the Camp Montelaro area. Cognizant of the need to provide affordable and decent housing for its constituency, a municipal housing ordinance will be enacted to specifically address this need. The Municipal Zoning Ordinance which was enacted in 2002 will also be revised to adapt to the needs of progress and development vis-à-vis sustainable environmental protection.

 

  1. Enact ordinances for the regulation of the placement of equipment and facilities of public utilities such as for power and telecommunications

To maintenance aesthetic orderliness and prevent possible danger to life, limbs and property the placement of equipment and facilities, such as power and transmission lines, will be regulated through appropriate legislation.

 

  1. ON ENVIRONMENTAL MANAGEMENT

 

  1.  Amend the Municipal Environmental Code and other related legislative measures for the protection of marine, wildlife and watershed areas

In line with the current administration’s thrust towards environmental protection, conservation and preservation, certain coastal areas shall be identified and declared as marine sanctuaries to serve as breeding grounds for fishes and other marine animals, as well as serve as sites for mangrove propagation and the establishment of natural and artificial corral reefs.  This measure is intended to increase the fast-depleting fisheries stock indigenous to the municipality.

 

Pursuant to the Wildlife Conservation Act, wildlife species indigenous to the municipality shall be identified and protected by means of a local ordinance or through the adoption of the Wildlife Conservation Act.  This measure intends to preserve forest biodiversity and the delicate balance of the forest ecosystem.

Birds and butterflies, being prime agents in the dispersal of flora seeds, shall be equally protected by providing sanctuaries for them wherein it shall be declared illegal to capture or harm such creatures in such areas.

Watershed areas, whose existence are crucial in providing adequate potable water supply to the municipality, shall be identified and protected through the enactment of local regulatory laws or the adoption of national laws such as the National Integrated Protected Areas Act (NIPAs Act).  Aside from providing potable water, watershed areas also increase the natural forest cover and decrease global warming. Watershed areas may also serve as natural attractions to local and foreign eco-tourists.

The Municipal Environmental Code, which was enacted in 2009, will be amended to address the foregoing concerns especially on reforestation, solid waste and waste water management, foreshore area and salvage zone protection.

 

  1. ON ECONOMIC DEVELOPMENT

 

  1.  Revision of the Municipal Fishery Code and legislative support for agriculture and agri-based ventures

The Municipal Fishery Code shall be amended and revised for sustainable and maximized yield of fishery resources from municipal waters.  Focus on agriculture and agri-based ventures (such as cacao seedling propagation and distribution, dairy cattle, cattle and swine dispersal, vegetable farming, agricultural/fishery products preservation, etc.) shall be enhanced with proper legislation.

 

  1. Establishment of Fishport and Wharfs body

The Municipal Revenue Code provides for the collection of fees for the use of wharfs and ports services. The municipal port is currently under construction and is expected to be operational within the term of this August Body. Prior to its full operation an ordinance shall be enacted prescribing proper guidelines therefor.

 

  1. Promulgate Other Essential Legislation in Support of the Agenda of the Local Chief Executive

 

In manifestation of the full support of the Sangguniang Bayan to the Twelve-Point Agenda of the Local Chief Executive, the August Body shall promulgate such measures necessary for the attainment of such agenda, as the need arises.

LEGISLATIVE AGENDA

of the Sangguniang Bayan of the Municipality of Miagao, Province of Iloilo

for Calendar Years 2007-2010

 

 

            For the next three (3) years of service of the members of the Sangguniang Bayan as duly elected representatives of the people of Miagao, the August Body vows to live up to the mandate and expectations of its constituents and shall pass and enact legislations aimed towards the development and progress of the Municipality and the improvement of the quality of life and general welfare of the Miagaowanons.

 

            As the legislative council of the Municipality, the Sangguniang Bayan of Miagao pledges its full support and cooperation to the programs and projects of the present local administration as outlined in the executive agenda for the years 2007-2010 of our Municipal Mayor, the Honorable Mayor Julieta N. Flores. 

 

            For the coming three years, from July 2007 until June 2010, the Sangguniang Bayan of Miagao shall undertake the following concerns:

 

  1. ON SOCIAL SERVICES
  1. Promulgate measures for the welfare and protection of the youth

An ordinance for the protection and welfare of the children and youth pursuant to the Child Welfare Code will be passed.  The ordinances on the sale of alcoholic drinks and tobacco to minors as well as on regulation of gaming centers shall be reviewed for amendment/enhancement and incorporation in the Child Welfare Code.  Suitable areas shall be identified through appropriate legislative measures for the establishment of holding centers for juvenile offenders.  A Municipal College Education Assistance Program shall be set-up to cater to less-privileged yet deserving students.

 

  1. Promulgate the Gender and Development Code of the municipality

Pursuant to the thrust of the national government on gender initiatives to promote the equality of women, a municipal gender and development code shall be passed.  Support legislative measures for the economic empowerment of women shall likewise be passed and other municipal ordinances shall be reviewed and gender-sensitized.

  1. Review and revise ordinances on the granting of franchises to operate tricycles-for-hire and telecommunications facilities as well as the traffic ordinance

Existing ordinances granting franchises to entities to operate tricycles-for-hire and telecommunications facilities shall be reviewed and revised.  The traffic regulation ordinance will likewise be revised in order to be adaptable to the present traffic and future traffic conditions in the municipality.

A Municipal Environmental Code, which shall codify existing and proposed environmental policies of the municipality, shall be promulgated to this effect.

  1.  Revision of the Municipal Revenue Code and improvement of local income through tourism promotion and development

The existing Municipal Revenue Code shall be revised to reflect new taxes, fees and charges, subject to limitations provided for by law.  Eco-tourism development and promotion shall be given emphasis to increase local income and natural and man-made tourist spots shall be declared and protected through proper legislative action. 

 

  1. Human Resource Development Program

Human resource development shall be given emphasis by appropriating sufficient amount for trainings, seminars, conferences and capability building of municipal officials and employees. 

 

  1. Office Automation Program

Adequate amount shall be appropriated for the networking of the various departments with emphasis on real property tax assessment and collection, business permit issuance, tracking and monitoring and electronic new government accounting system (e-NGAS) as well as enhancement of web presence of the LGU through the improvement of the existing municipal website as a medium of information and tourism and business promotion.

 

  1. ON GOVERNANCE

 

  1. Codification Program

All the general ordinances will be codified. The franchise and traffic ordinances will be revised and placed in this Code. Regulatory ordinances on the operation of videoke/ karaoke bars and video houses will be passed and likewise placed in this Code.

 

Regulation of the installation height of electrical and telecommunications wires and cables in the municipality and the operation of cellular and other telecommunications businesses will promulgated.

 

Tricycle drivers and associations will be regulated in line with the various programs of the municipality relative to clean and green and the vision of the municipality of becoming a major tourist destination.

 

  1. Promulgate Other Essential Legislation in Support of the Agenda of the Local Chief Executive

            In manifestation of the full support of the Sangguniang Bayan to the Agenda of the Local Chief Executive, the August Body shall promulgate such measures necessary for the attainment of such agenda, as the need arises.

LEGISLATIVE AGENDA 2004-2007

For the next three (3) years of service of the members of the Sangguniang Bayan as duly elected representatives of the people of Miagao, the August Body vows to live up to the expectations of its constituents and shall pass and enact legislations aimed towards the development and progress of the Municipality and the improvement of the quality of life and general welfare of the Miagaowanons.

As the legislative council of the Municipality, the Sangguniang Bayan of Miagao pledges its full support and cooperation to the programs and projects of the present local administration as outlined in the fifteen-point executive agenda for the years 2004-2007 of our Municipal Mayor, the Honorable Mayor Gerardo N. Flores.

For the coming three years, from July 2004 until June 2007, the Sangguniang Bayan of Miagao shall undertake the following concerns:

I.Revise the 1996 Tricycle Franchise Ordinance

The Municipal Ordinance No. 1, series of 1996 is the local law prescribing the guidelines for the issuance of franchise to operate tricycle-for-hire within the Municipality of Miagao as provided for under.It was last revised in the year 1996.It is deemed necessary that the said ordinance be amended and revised in order to properly address concerns such as the emergence of the separate tricycle operators and drivers associations in Zone A, or the poblacion route, and the emergence of alternative short-distance public transport systems such as the (Filcab) – multi-cabs.

The introduction of new administrative procedures in the issuance of tricycle franchise is also deemed imperative in view of the rapidly increasing number of tricycles-for-hire operating in the Municipality.

II.Revise the 1996 Municipal Traffic Ordinance

The Municipality of Miagao is a fast progressing and developing town.The number of private vehicles increased in view of the rise in the economic capacities of Miagaowanons, many being dollar earners.The number of tricycles-for-hire and other public utility transport systems have likewise increased thereby creating new problems and challenges in municipal traffic management.Accident incidence statistics also show a noticeable increase in traffic accidents mostly involving tricycles-for-hire.

Hence, the revision of the municipal traffic ordinance, last amended and compiled on October 1996, is considered timely and proper.

III.Identify and Declare Prospective Areas as Growth Centers

To boost productivity and enhance economic activity in far-flung areas of the Municipality, prospective sites for the establishment and development of satellite markets shall be identified and declared as growth centers.These will include, but shall not be limited to, existing or traditional growth centers.

IV.Identify and Declare Marine, Wildlife, Bird and Butterfly Sanctuaries and Protected Watershed Areas

V.Improve Municipal Solid Waste Collection

Although the practice of zero-waste management is encouraged in the municipality, the accumulation of biodegradable and non-biodegradable solid waste is inevitable given the rising population of the municipality.

 

Municipal solid waste collection, especially in urban areas where the availability of suitable backyard sanitary landfills are scarce, shall be given proper action through the development of a garbage collection scheme and the possible adoption of a reasonable payment schedule to be enacted through an ordinance.

VI.Create an Investor-Friendly Atmosphere by Granting Incentives to Investors

To enhance the local economy and provide additional jobs for Miagaowanons, the August Body shall encourage more investors to invest in various businesses in the municipality by granting tax and business incentives through a legislative measure.

VII.Establish Additional Health and Day Care Centers

Areas shall be identified for the establishment of additional health and day care centers especially in hinterland communities in order to make such services more accessible to constituents in remote areas.

VIII.Encourage the Active Participation of Non-Government Organizations and the Private Sector and the Creation and Establishment of Cooperatives

Call for the accreditation of all existing non-government organizations and the private sector within the first year of service of the August Body. Encourage the creation and establishment of cooperatives since such endeavors maximize the participation of citizens.

IX.Regulate the Operation of Videoke and Karaoke Bars, Computer Game Stations and Similar Entertainment Establishments in the Perimeter of Educational Institutions

The proliferation of videoke bars, computer game stations and restaurants/stores selling liquors around the perimeter of educational institutions has caught the attention of the Sangguniang Bayan.The proliferation of such establishments is an indication of the economic upswing in the municipality, an indicator of progress and development.However, if such establishments are allowed to continue to operate unregulated, there is a very likely possibility that the studies of the youth would be affected and moral degradation may occur.Therefore it is necessary to regulate the stated businesses, just like other businesses.

X.Identify Natural Tourist Attractions and Restore, Protect and Develop Spanish-Era Structures for Eco-Tourism Purposes and Institute Support Facilities

Miagao envisions itself to become a major tourist destination in the Visayas.. This can be achieved through the identification of natural tourist attractions and the introduction of development geared towards the eco-tourism industry.

Spanish-era structures, such as the Taytay Boni in Barangay Kirayan Sur, shall be identified and declared initially as local treasures and its surrounding area declared as a heritage village.Measures shall be undertaken to secure national cognizance for such structures from the National Historical Institute and other concerned agencies.Such structures will be restored and developed to complement the Miagao Church and serve as additional tourist attractions.Buffer zones around such sites will be put up.

In addition, Taytay Boni may be declared as a historical and recreational park through the promulgation of appropriate legislation.

To promote identity as a tourism destination because of our famous Miag-ao Church, the World Heritage edifice should be complimented by installation of designs that would be significant to tourist. A resolution encouraging barangays, especially those along the national highway, to install streetlights of uniform design and specification.

The Local Government Unit should initiate the putting up a place of souvenir items such as pottery, handicrafts, furniture, goods that are the showcase of Miag-ao’s products, crafts or masterpiece of a Miag-aowanon. This will also help promote business or livelihood for our constituency. A cooperative of NGO must also be encouraged to put up the task of promotion.

All the tourist destinations in Miag-ao or potential tourist attractions should be protected. It must be free from habitat so as not to spoil the areas. Ordinance or resolution for the said will be passed.

Road network or infrastructure facilities must also be directed to the vision of the Local Government Unit as a “tourist destination in the Southern part of Iloilo” By having this, it will be easy for tourists to reach any point of attraction and the scenic locations.

Adopt-a-Tourist Program should also be instituted. This is about a tourist staying in the houses of people near the location of the tourist destination.

XI.Pass an Ordinance Regulating the Contributions, Fines and Other School Homeroom Fees

Parents are clamoring of the practice of the Teacher-advisers in public elementary and high schools requiring the parents or students to contribute money or in kind for alleged homeroom use.Further, teachers are imposing fines on students and pupils as one way of ensuring discipline. It is a common practice every end of the school year that the Teachers-Advisers are withholding the signing of clearance or the release of the Report Cards to the students/pupils or parents for failure to pay the homeroom contribution and fines. Students or pupils cannot enroll because they have no report cards to present during enrolment.This situation will defeat the program of the local government in education.

To address this problem, it is necessary that a legislative measure be passed to regulate the collection of school homeroom contribution and fines in all public elementary and high schools within the municipality.

XII.Regulate the Establishment and Operation of Small-Scale Piggeries and Chicken / Rooster Farms

The proliferation of small-scale piggeries and chicken/rooster farms emanate from backyard livelihood industries that were infused additional capital. Business permits are usually not secured since the business usually starts as a livelihood project, hence are not monitored or properly regulated until such time that complaints are raised by neighbors. It is therefore imperative that appropriate measure be passed to regulate such businesses.

XIII.Provide for Guidelines and Administrative Procedures in the Processing of Building Permits

The municipality is presently using the National Building Code of 1992 as the basis for regulating all building works. Although the fees accrue to the local coffers, there is no local standard regulation or guideline followed as to the procedure in processing building permits.

XIV.Regulate the Installation Height of Electrical and Telecommunications Wires and Cables in the Municipality and Adopt Republic Act No. 7920, or the New Electrical Engineering Law

The rapid advancement in telecommunications technology introduced many facilities such as cable television landline telephone exchanges and cellular telephone sites.These in turn required the laying of wires and cables, some of which are not properly placed and sometimes pose danger to the populace.Hence, the installation of cables and wires must be regulated for safety and aesthetic purposes.

It is also proposed that the R.A. 7920, otherwise known as the New Electrical Engineering Law, be adopted.

XV.Codify All General Ordinances and Provide for an Administrative Code of the Municipality

For easy referencing and access to municipal ordinances, all ordinances in effect shall be codified and printed in book form.An Administrative Code for the municipality shall also be promulgated.

XI.Promulgate Other Essential Legislation in Support of the Thirteen-Point Agenda of the Local Chief Executive

In manifestation of the full support of the Sangguniang Bayan to the Fifteen-Point Agenda of the Local Chief Executive, the August Body shall promulgate such measures necessary for the attainment of such agenda, as the need arises.

LEGISLATIVE AGENDA 2001-2004

 

For the next three (3) years of service of the members of the Sangguniang Bayan as duly elected representatives of the people of Miagao, the August Body vows to live up to the expectations of its constituents and shall pass and enact legislations aimed towards the development and progress of the Municipality and the improvement of the quality of life and general welfare of the Miagaowanons.

As the legislative council of the Municipality, the Sangguniang Bayan of Miagao pledges its full support and cooperation to the programs and projects of the present local administration as outlined in the fifteen-point executive agenda for the years 2001-2004 of our Municipal Mayor, Atty. Gerardo N. Flores.

For the coming three years, from July 2001 until June 2004, the Sangguniang Bayan of Miagao shall undertake the following concerns:

I.Develop and Adopt a New Comprehensive Land Use Plan and Pass Its Enacting Zoning Ordinance

 

The Municipal Comprehensive Land Use Plan and its enacting Zoning Ordinance was crafted and passed almost fourteen years ago in the year 1988.Most of the provisions in the said measure may no longer be applicable or practical in the present set-up of the municipality, especially in view of the rapid development brought about by the establishment of educational institutions in the municipality such as the University of the Philippines in the Visayas – Miagao Campus and the Western Visayas College of science and Technology – Miagao Campus (formerly the Southern Iloilo Polytechnic College).

The present legislative council deems this comprehensive land use plan and zoning ordinance as an essential and priority measure and shall therefore work towards its adoption and passage within this year.The passage of such measure is explicitly provided for under Section 447 (a)(2)(vii-ix) of the 1991 Local Government Code.

 

II.Revise the 1997 Municipal Revenue Code

 

The Municipal Revenue Code was last revised in the year 1997.From the time of such revision until the present, new concerns have come up that are not properly addressed in the 1997 Municipal Revenue Code.These concerns include businesses engaged in information technology such as telecommunications firms and internet cafes, the inclusion of administrative fees and other charges for subdivision applications, the revision of charges and fees for permits in the construction, improvement or demolition of buildings and other structures, revision of the garbage collection fees, among others.

Studies of an ad hoc committee created to determine and recommend measures that would increase municipal revenues from local sources indicate that the Municipality of Miagao has one of the lower rates for business taxes and fees.Hence, the revision of the 1997 Municipal Revenue Code is aimed towards increasing the municipal revenue from local sources.

III.Revise the 1996 Tricycle Franchise Ordinance

 

The Municipal Ordinance No. 1, series of 1996 is the local law prescribing the guidelines for the issuance of franchise to operate tricycle-for-hire within the Municipality of Miagao as provided for under .It was last revised in the year 1996.It is deemed necessary that the said ordinance be amended and revised in order to properly address concerns such as the emergence of the separate tricycle operators and drivers associations in Zone A, or the poblacion route, and the emergence of alternative short-distance public transport systems such the multi-cabs.

The introduction of new administrative procedures is also deemed imperative in view of the rapidly increasing number of tricycles-for-hire operating in the Municipality.

IV.Revise the 1996 Municipal Traffic Ordinance

 

The Municipality of Miagao is a fast progressing and developing town.The number of private vehicles increased in view of the rise in the economic capacities of Miagaowanons, many being dollar earners.The number of tricycles-for-hire and other public utility transport systems have likewise increased thereby creating new problems and challenges in municipal traffic management.Accident incidence statistics also show a noticeable increase in traffic accidents mostly involving tricycles-for-hire.

Hence, the revision of the municipal traffic ordinance, last amended and compiled on October 1996, is considered timely and proper.

V.Identify and Declare Prospective Areas as Growth Centers

 

To boost productivity and enhance economic activity in far-flung areas of the Municipality, prospective sites for the establishment and development of satellite markets shall be identified and declared as growth centers.These will include, but shall not be limited to, existing or traditional growth centers.

VI.Identify and Declare Marine, Wildlife, Bird and Butterfly Sanctuaries and Protected Watershed Areas

 

In line with the current administration’s thrust towards environmental protection, conservation and preservation, certain coastal areas shall be identified and declared as marine sanctuaries to serve as breeding grounds for fishes and other marine animals, as well as serve as sites for mangrove propagation and the establishment of natural and artificial corral reefs.This measure is intended to increase the fast-depleting fisheries stock indigenous to the municipality.

 

Pursuant to the Wildlife Conservation Act, wildlife species indigenous to the municipality shall be identified and protected by means of a local ordinance or through the adoption of the Wildlife Conservation Act.This measure intends to preserve forest biodiversity and the delicate balance of the forest ecosystem.

Birds and butterflies, being prime agents in the dispersal of flora seeds, shall be equally protected by providing sanctuaries for them wherein it shall be declared illegal to capture or harm such creatures in such areas.

Watershed areas, whose existence are crucial in providing adequate potable water supply to the municipality, shall be identified and protected through the enactment of local regulatory laws or the adoption of national laws such as the National Integrated Protected Areas Act (NIPAs Act).Aide from providing potable water, watershed areas also increase the natural forest cover and contributes to decreasing global warming. Watershed areas also serve as natural attractions to local and foreign eco-tourists.

VII.Identify and Establish a Municipal Dumping Site or Sanitary Landfill and Improve Municipal Solid Waste Collection

 

Although the practice of zero-waste management is encouraged in the municipality, the accumulation of biodegradable and non-biodegradable solid waste is inevitable given the rising population of the municipality.

As an anticipatory measure, a municipal dumping site or sanitary landfill shall be identified and established through a corresponding measure.If events warrant, private land identified for such purpose may be procured through available commercial modes or, if necessary, through expropriation proceedings.

 

Municipal solid waste collection, especially in urban areas where the availability of suitable backyard sanitary landfills is scarce, shall be given proper action through the development of a garbage collection scheme and the possible adoption of a reasonable payment schedule to be enacted through an ordinance.

VIII.Create an Investor-Friendly Atmosphere by Granting Incentives to Investors

To enhance the local economy and provide additional jobs for Miagaowanons, the August Body shall encourage more investors to invest in various businesses in the municipality by granting tax and business incentives through a legislative measure.

IX.Establish Additional Health and Day Care Centers

 

Areas shall be identified for the establishment of additional health and day care centers especially in hinterland communities in order to make such services more accessible to constituents in remote areas.

 

X.Encourage the Active Participation of Non-Government Organizations and the Private Sector and the Creation and Establishment of Cooperatives

 

Call for the accreditation of all existing non-government organizations and the private sector within the first year of service of the August Body. Encourage the creation and establishment of cooperatives since such endeavors maximize the participation of citizens.

 

XI.Regulate the Operation of Videoke and Karaoke Bars, Computer Game Stations and Similar Entertainment Establishments in the Perimeter of Educational Institutions

 

The proliferation of videoke bars, computer game stations and restaurants/stores selling liquors around the perimeter of educational institutions has caught the attention of the Sangguniang Bayan.The proliferation of such establishments is an indication of the economic upswing in the municipality, an indicator of progress and development.However, if such establishments are allowed to continue to operate unregulated, there is a very likely possibility that the studies of the youth would be affected and moral degradation may occur.Therefore it is necessary to regulate the stated businesses, just like other businesses.

XII.Establish Additional High Schools or Extension High Schools Especially in Remote Areas

Presently, there are seven national high schools and one extension high school serving the youth of the municipality.However, these eight secondary educational institutions are insufficient to meet the annual enrollment that also increases.It is therefore necessary to establish additional high schools or extension high schools especially in remote areas.This could be done through legislative requests or executive representations with concerned government agencies, or if not, through local appropriation.

 

XIII.Identify Natural Tourist Attractions and Restore and Develop Spanish-Era Structures for Eco-Tourism

 

Miagao envisions itself to become a major tourist destination in the Visayas.. This can be achieved through the identification of natural tourist attractions and the introduction of development geared towards the eco-tourism industry.

Spanish-era infrastructures, such as the Taytay Boni in Barangay Kirayan Sur, shall be identified and declared initially as local treasures.Measures shall be undertaken to secure national cognizance for such structures from the National historical Institute and other concerned agencies.Such structures will be restored and developed to complement the Miagao Church and serve as additional tourist attractions.

In addition, Taytay Boni may be declared as a historical and recreational park through the promulgation of appropriate legislation.

XIV.Promulgate Other Essential Legislation in Support of the Fifteen-Point Agenda of the Local Chief Executive

 

In manifestation of the full support of the Sangguniang Bayan to the Fifteen-Point Agenda of the Local Chief Executive, the August Body shall promulgate such measures necessary for the attainment of such agenda, as the need arises.
