A.    FUNCTIONAL STATEMENT

Exercises control and supervision over all local administrative affairs in the municipality; subject to the provision of the civil service law, rules and regulations, appoints all officers and employees of the municipal government; represents the municipality in its business transactions and signs on its behalf all contracts, obligations and official documents made in accordance with law or ordinance; and exercises other powers and duties prescribed under Sec. 444, Book III of the Local Government Code (RA 7160).

MUNICIPAL AGRICULTURE OFFICE

A. FUNCTIONAL STATEMENT

Implement the various programs of the National, Provincial and Municipal Government pertaining to Food Security Programs in the Locality. Promotion of livelihood project opportunities in the fisheries, Livestock, Crops sector, uplifting the socio-economic status of our Farmers and Fisherfolks alike. Formulates measures for the approval of the sanggunian and provides technical assistance and support to the mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services as provided for under Section 17 of the Code; develops plans and strategies and upon approval thereof by the mayor, implements the same particularly those which have to do with agricultural programs and projects which the mayor is empowered to implement and which sanggunian is empowered to provide for under the Code; is in the frontline of delivery of basic agricultural services particularly those needed for the survival of the inhabitants during and in the aftermath of man-made and natural disaster and natural calamities; recommends to the sanggunian and advises the mayor on all other matters related to agriculture and aquaculture services which will improve the livelihood and living conditions of the inhabitants; exercises such other duties functions as may be prescribed by law or ordinance.

B. OBJECTIVES

1. To ensure maximum assistance and access to resources in production, processing and marketing of agricultural and, aquaculture and marine products are extended to farmers, fishermen and local entrepreneurs.

2. To coordinate or collaborate with the national government agencies, research institutions, cause to be conducted location-specific agricultural researches and assist in making available the appropriate technology arising out of and disseminating information on basic research on crops, preventive and control of plant diseases and pests, and other agricultural matters which will maximize productivity.

3. To maximize the implementation of natural farming system, organic farming in collaboration with other private and government institutions in the municipality.

4. To establish extension services of demonstration farms or aquaculture and marine products.

MUNICIPAL ACCOUNTANT’S OFFICE

A. FUNCTIONAL STATEMENT

Installs and maintains internal audit system in the local government unit concerned; prepares and submits financial statement to the mayor and to the sangguniang bayan; appraises the sanggunian and other local government officials on the financial condition and operation of the local government unit concerned; certifies to the availability of budgetary allotment to which expenditures and obligations may be properly charged; reviews supporting documents before preparation of vouchers to determine completeness of requirements; prepares statement of cash advances, liquidation, salaries, allowances, reimbursements and remittances pertaining to the local government unit; prepares statements of journal vouchers and liquidation of the same and other adjustments related thereto; posts individual disbursements to the subsidiary ledger and index cards; maintains individual ledgers for officials and employees of the local government unit pertaining to payrolls and deductions; records and posts to index cards details of purchased furnitures, fixtures, and equipment, including disposal thereof, if any, accounts for all issued for obligations and maintains and keeps all records and reports related thereto; prepares and submits financial statements and review all disbursements of 119 barangays and exercises such other powers and performs such other functions as may be provided by law or ordinance.

 

B. OBJECTIVES

1.To keep a detailed account of all income expenses and property, plant and equipment.

2. To adopt the Electronic new government accounting system for a more automated and up to date generation of reports.

3. To ensure that all disbursements of the municipality and brgys. are in accordance with the existing accounting and auditing rules and regulations.

MUNICIPAL ENGINEER’S OFFICE

A. FUNCTIONAL STATEMENT

Initiates, reviews and recommends changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the local government unit concerned; advises the mayor on infrastructure, public works, and other engineering matters; administers, coordinates, and controls the construction, maintenance, improvement, and repair of roads, bridges and other engineering and public works projects of the local government unit concerned; provides engineering services to the local government unit concerned, including investigation and survey, engineering designs, feasibility studies, and project management; exercises such other powers and performs such other duties and functions as may be prescribed by law or ordinance.

B. OBJECTIVES

1. To exercise technical supervision of all development projects and infrastructure projects in the municipality.

2. To advise the mayor on infrastructure, public works and other engineering matters.

3. To administer and control maintenance, improvement and repair of roads, bridges and other engineering and public works projects.

4. To provide engineering services to the local government unit.

5. To investigate and survey of engineering designs, feasibility studies and project management.

MUNICIPAL HEALTH OFFICE

A. FUNCTIONAL STATEMENT

Takes charge of the office on health services and supervises the personnel and staff of said office; formulates programs, implement guidelines, rules and regulations for the operation of the said office for the approval of the mayor, in order to assist him in the efficient, effective and economical implementation of health service programs geared to implementation of health-related projects and activities; formulates measures for the consideration of the sanggunian and provides technical assistance and support to the mayor, as the case maybe, in carrying out activities to endure the delivery of basic services and provision of adequate facilities relative to health services provided under Section 17 of the code, develops plan and strategies and upon approval thereof by the mayor, implements the same, particularly those which have to do with health programs and projects which the mayor is empowered to implement and which the sanggunian is empowered to provide for under this code; formulates and implements policies, plans, programs and projects to promote the health of the people in the local government unit concerned; advises the mayor, and the sanggunian on matters pertaining to health; executes and enforces all laws, ordinances and regulations relating to the public health, recommends to the saggunian, through the local health board, the passage of such ordinances as he may deem necessary for the preservation of public health, recommends the prosecution of any violation of sanitary laws; ordinances or regulations; directs the sanitary inspection of all business establishments selling foods items or providing accommodations such as hotels, motels, lodging houses, pension houses, and like, in accordance with the Sanitation Code; conducts health information campaigns and render health intelligence services; coordinates with other government agencies and non-government organizations involved in the promotion and delivery of health services; is in the frontline of health services delivery, particularly during the aftermath of manmade and natural disasters as may be prescribed by law or ordinance.

B. OBJECTIVES

  1.  Renovation of dilapidated Barangay Health Stations supported by barangays concerned.
  2. To procure necessary logistics and medical supplies for the maintenance of Health Programs
  3. To establish linkage between Iloilo Doctor’s Hospital School of Midwifery, UPV Public Health and SIPC-WVCST on Primary Health Care Program 
  4. To conduct seminars and training programs, to update and improve knowledge and practices
  5. To fill up vacancies of four Rural Health Midwives
  6. Sustain Milk Feeding Program and supplementary feeding
  7. To maintain potability of water supplies and to increase the percentage of households with sanitary toilets
  8. Increase benefits of Emergency Room staff/ volunteers to 25%
  9. PhilHealth accreditation of Maternity Clinic packages while maintaining DOTS and out-patient packages
  10. Accreditation on Sentrong Sigla Phase I of Valencia, Damilisan & Aguiauan BHS & Phase II for Main Health Center.
  11. Computerization of individual treatment records and other health programs
  12. To establish a Primary Clinic
