Municipal Budget Office

 

Vision/Mission

The Municipal Budget Office played a vital role so that the overall mission and vision of the LGU would be realized. The office itself brimmed with optimism as it set its own vision of a model, honest and corrupt-free LGU that institutionalized budgeting as an effective tool in fiscal management. Through the years, its mission is to support the entire LGU in the management of its affairs and ward off corruption under the basic principle that no government funds shall be disbursed except in pursuance of an appropriation ordinance or law approving the budget.

FUNCTIONAL STATEMENT

Prepares forms, orders, and circulars embodying instructions on budgetary appropriation matters for the signature of the mayor; reviews and consolidates the budget proposals of different departments and offices of the local government unit; assists the mayor in the preparation of the budget and during budget hearings, studies and evaluates budgetary implications of proposed legislation and submits comments and recommendations thereon; submits periodic budgetary reports to the Department of Budget and Management; coordinates with the treasurer, accountant, and the planning and development coordinator for the purpose of budgeting; assists the sanggunian in reviewing the approved budgets of component barangays. Coordinates with the planning and development coordinator in the formulation of the local government unit development plan; and exercises such other powers and performs such other duties as may be prescribed by law and ordinance.

B.    OBJECTIVES

To carry out plans and programs of the local government unit through effective financial planning and budgeting of local government funds.

Municipal Planning & Development Coordinator’s Office

A.        FUNCTIONAL STATEMENT

Formulates interrelated economic, social physical, and other development plans and policies for consideration of the local government development council; conducts continuing studies, researches, and training programs necessary to evolve plans and programs for implementation; integrates and coordinates all sectoral plans and studies undertaken by the different functional groups or agencies; monitors and evaluates the implementation of the different development programs, projects, and activities in the local government unit concerned in accordance with the approved development plan; prepares comprehensive plans and other development planning documents for the consideration of the local development council; analyzes the income and expenditure patterns, and formulates and recommends fiscal plans and policies for consideration of the finance committee of the local government unit concerned as provided under Title Five, Book II of the Local Government Code, promotes people participation in development planning within the local government unit concerned; exercises supervision and control over the secretariat of the local development council; and exercises such other powers and performs such other functions and duties as may be prescribed by law or ordinance.

B.    OBJECTIVES

1.     To assist in the supervision, monitoring and evaluation of  infrastructure  projects for the development and progress of the community.

2.     To assist in uplifting the socio-economic situation of the Municipality in terms of  systematic planning, monitoring and evaluation of projects and programs;

3.     To prepare annual short term, medium term and long term development plans.

4.     To prepare project proposals and feasibility studies.

5.     To strictly enforce the Comprehensive Land Use Plan (CLUP)  and zoning ordinance of 2002.

6.     To perform other functions related to planning and development of the Municipality in accordance with laws and ordinances.

Office of the Administrator

A.     FUNCTIONAL STATEMENT

Develops plans and strategies and upon approval thereof by the mayor, implements the same particularly those which have to do with the management and administration related programs and projects which the Mayor is empowered to implement and which the Sanggunian is empowered to provide under the Local Government Code; is in the frontline of the delivery of administrative support services, particularly those related to the situations during and in the aftermath of man-made and natural disasters and calamities; recommends to the Sanggunian and advises the Mayor on all other matters relative to the management and administration of the local government unit.

As chief of staff, coordinates with the department heads, directs the mayor’s staff and oversees daily operations of the office, monitors office procedure, processes information before presentation to the mayor, supervises mayor’s schedule and communications, provides policy advice and executes the mayor’s orders; and exercises such other powers and performs such other duties and functions as may be prescribed by law or ordinance.

B.    OBJECTIVES

1.    To assist in the coordination of the work of all the officials of the local government unit, under the supervision, direction, and control of the mayor, and for this purpose, he may convene the chiefs of offices and other officials of the local government unit;
2.    To establish and maintain a sound personnel program for the local government designed to promote career development and uphold the merit principle in the local government service;
3.    To conduct a continuing organizational development of the local government unit with the end in view of instituting effective administrative reforms.
4.    To undertake restructuring of the whole municipal organization.
5.    To implement programs as directed by the mayor.

Office of the Mayor

A.    FUNCTIONAL STATEMENT

Exercises control and supervision over all local administrative affairs in the municipality; subject to the provision of the civil service law, rules and regulations, appoints all officers and employees of the municipal government; represents the municipality in its business transactions and signs on its behalf all contracts, obligations and official documents made in accordance with law or ordinance; and exercises other powers and duties prescribed under Sec. 444, Book III of the Local Government Code (RA 7160).

B.    OBJECTIVES

i.    To exercise executive direction, control, supervision, and management of government affairs of the municipality of  Miagao; to provide able leadership in the planning, programming, coordination and implementation of development project and activities of the  various government offices and agencies, including those of the private sectors when public interest is involved, in order to promote progress and well-being of the people of Miagao in an atmosphere of peace and security; and to promote physical, historical and cultural development in the municipality thru continuous programs and activities related  hereto.

ii.    To provide leadership in matters concerning local tourism, culture, the arts, information services, library services and press/media relation in so far as they aid the socio-economic development of the municipality of miagao.

iii.    To deliver services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment.
